Nextel Motorola i930 is sold in a way that owners of this phone can't install
any application that has not been approved by Nextel. That's what is called
Application locked. Well, a group of owners and developers has found a way to unlock the phone that is described here:

Here are the registry keys that need to be changed to application unlock a phone
HKLM\Security\Policies\Policies
00001001 from 2 to 1
00001006 to 1
00001005 to 40
00001017 to 16
If you google it you will find a copy of PHM Registry Editor that have been signed and I have read reports that it have changed these keys in many of the Application Locked phone in the market. I do not know if it will work in the i930 but it's another possibility that wont cost you anything.
Here where you can find very well described how to Application unlock a Cingular 2125. The STG Registry Editor mentioned in that thread works in many other phones.
